Why is my Roon stream (over Ethernet) down sampled to 16/44.1 to feed my Bartok?
Because you’re using AirPlay. You need to enable the Roon Ready device in Roon Audio Settings and stream to that one instead.

As @struts001 has said you appear to be using the Bartok under Roon via Airplay, if you go into the “Settings” → “Audio” menu on your Roon app then you should see your Rossini listed under “Roon Ready” as the Lina DAC and Vivaldi One are listed here…
