I currently have a Bartok but I’m upgrading to a Rossini apex dac at the end of May/June . I also own the Rossini Clock would it be a further upgrade later in purchasing the Vivaldi Upsampler?

I am afraid not. To use an external clock to synchronise Rossini DAC with Vivaldi upsamper would require more clock outputs than the single pair ( 44.1 and 48kHz) provided by Rossini Clock. To add Vivaldi Upsampler you will also need Vivaldi clock which has a more extensive number of output ports.
Even if you bought the Vivaldi clock I am not sure that you would experience that much gain . Both Rossini and Vivaldi Upsampler use the same network board and I have no subjective view otherwise for this particular combination.
I have always said that Vivaldi needs to be regarded as a system rather than as a collection of separate items ( though they can be used as such to a degree). So your thoughts would seem to be be heading you in that costly direction

The Rossini DAC essentially boils the Vivaldi DAC and the Vivaldi Upsampler, somewhat simplified, down into a single chassis. The Upsampler removes some of the heavy D2D lifting from the DAC allowing That circuit to be optimized for the actual conversion.
Since the Rossini DAC contains circuitry that provides the same functionality, and in a way that can’t be turned off or bypassed, there would be no benefit to adding a Vivaldi Upsampler.
