No. it’s the minimum volume (zero).
Music still plays even if I mute my preamp
Usually a preamp has settings between -100 dB and 0 dB, from low to high volume. But I do not know your Ref.3. Anyway, something is wrong with it, if even Mute does not work. Time to contact your dealer.

Maybe you need some tube replacement.
That’s possible. I’ve retried the XLRs (which now work) and I’ve tried the CD player. The same issue applies so it’s def something with the preamp.
